I am an economist based in Spain (and sometimes in Colombia), specialized in public policies, economic growth and digital regulation.

I am founder and partner of ARGIA, a consulting firm on green, tech and economics.

I am also a senior research advisor at University of Oxford´s Centre for Technology and Industrialisation for Development (TIDE), visiting fellow of the European Council on Foreign Relations, and board member of CCLATAM think tank.

I have nearly 25 years of experience at both private and public sector. I was Vice-president for External and Regulatory Affairs at AT&T VRIO Latin America, responsible for the company positioning on digital regulatory topics, with focus on Argentina, Brazil, Colombia, Chile, Ecuador, Mexico, Peru, Uruguay and Caribe. During that period, I was elected president of the telecommunications association ASIET and co-chair of the OECD EMnet Digital Transformation working group. Previously, I was Head for Latin America at the OECD Development Centre coordinating the flagship Latin American Economic Outlook, Lead Specialist at the InterAmerican Development Bank, and Principal Economist at BBVA Research, specializing on new technologies, economic growth, and fiscal policy. I also served as Senior Advisor at the Economic Bureau of the Spanish Prime Minister.

I have been special advisor on digital diplomacy to the High Representative / European Commission VicePresident, senior advisor on digital economy at UNESCO, non-resident senior fellow of the Asia and Latin American programme at the InterAmerican Dialogue, and full member of the US National Business Economic Issues Council (NBEIC).

I received my Ph.D. and B.A. in economics from the Universidad Complutense, Madrid (Spain). I have published articles in academic journals including Journal of Economic Studies, Finance Research Letters, Telecommunications Policy, Journal of Cyber Policy, Journal of Finance Economics and Pensions, and SERIEs - Journal of the Spanish Economic Association, and I am a regular contributor to lead media platforms as Bloomberg, CNN Latin America, Forbes and El Pais.

On policy making, I have participated in several reforms across Latin America on telecommunications and digital policy, taxes, skills and social policies. I was also an expert of the Lancet Commission on COVID-19 on the Regional Task Force for Latin America.

I am Alaia's super proud dad and Laura Escobar´s husband, a fantastic entrepreneur.
